If your device is stuck in App Lock and keeps rebooting into MokiTouch then I would try plugging it into your mac and unsupervising it. If that doesn’t work then the only way you may be able to remove this is by putting the device is DFU mode; that is assuming that the device is not listed in your account and you can’t access iPad settings. 

How to access DFU mode

  1. Hold the power button and the home button for about 20 seconds or until the “Plug into iTunes” image comes on the screen.
  2. Then open iTunes and plug the device into the computer.
  3. Once in iTunes it will allow you to start as a new iPad.

If you have access to settings then remove the MDM profile if it isn’t already. Once reset you can go about enrolling it again.
